Trading Surveillance HÜSt
The Trade Surveillance Office - or HÜSt for short - with direct contact to the market monitors the price fixing and thus ensures orderly trading.
The statutory mandate of the HÜSt) is governed by § 7 para. 1 of the Stock Exchange Act: As an independent stock exchange organ, it monitors stock exchange trading and transaction processing and carries out the necessary investigations in the event of infringements. The Exchange Supervisory Authority may issue instructions to the HÜSt and undertake the investigations.
One of HÜSt's central tasks is the analysis of data from exchange trading. Among other things, it observes:
- The price determinations on Xetra and the Frankfurt floor trading system, the two platforms of the Frankfurt Stock Exchange (FWB) and the Eurex derivatives exchange,
- The trading behaviour of exchange participants,
- Compliance with the rules and regulations to ensure that stock exchange regulations and orders are not violated,
- That there are no other irregularities that could impair the orderly execution of trading on the stock exchange or the settlement of stock exchange transactions.
- HÜSt records data on exchange trading and the settlement of transactions systematically and completely. It evaluates these data and carries out necessary investigations.
- HÜSt may transmit data on transactions concluded by the management and the trading surveillance unit to another exchange to the extent necessary for the performance of the tasks of this unit. If the Trading Surveillance detects irregularities, it shall inform the Executive Management of the Frankfurt Stock Exchange and the Exchange Supervisory Authority. The latter may submit the case to the Sanctions Committee after examination. The sanctions can range from a warning to the revocation of the stock exchange listing.
